​Entering Enclosed Spaces (EES), Holds, Tanks and closed Compartments (reference: MSC Circ.1120)

An enclosed space is defined as any enclosed or confined space in which it is foreseeable that

the atmosphere may at some stage contain toxic or flammable gases or vapors or be deficient

in oxygen to the extent that it may endanger the life or health of any person entering that

space. The atmosphere of any enclosed or confined space is potentially dangerous.

  • A generic risk assessment will be available and shall be reviewed and if necessary
  • adjusted prior each planned entry in due time.

  • A notice on the PTW and entry in the Logbook is required and proofs the review.
  • A “Permit to Work” for entering enclosed spaces shall be completed for each individual compartment that is planned to be inspected or work to be carried out
  • therein.

  • Regular Training and Drills in rescue operations for EES to be carried out at least
  • every two months in “real situations” - Video Training is additional information.

    Where a compartment has been ventilated or gas freed as required, effective ventilation shall

    be continued to maintain the safe condition for the period that persons are to be inside the

    compartment.

    No person shall enter an enclosed compartment unless Personal Protective Equipment (Personal Electronic Gas Detector) is available and used and there is another person in attendance

    at the compartment entrance with all necessary equipment stand by.

    As per IMO resolution A.1050(27) the following compartments are defined as enclosed spaces.

    Not on all ships this does apply e.g. there is no space to enter.

  • cargo spaces (depending on cargo)
  • double bottoms
  • fuel tanks, ballast tanks
  • fresh water tanks
  • cargo pump-rooms
  • cofferdams
  • chain lockers
  • void spaces
  • duct keels, pipe tunnel
  • boiler
  • engine crank cases
  • engine scavenge air receivers
  • sewage tanks
  • Every ship needs to maintain a ship specific list of enclosed spaces F-35, as per IMO A.1050

    Everybody who is involved in the operation shall have portable VHF available. A working channel shall be defined within the safety meeting All crewmembers involved in these operations must be briefed by the responsible Officer or Engineer about hazards and safety precautions to be taken prior commencement of the operation. By entry in the Logbook this is seen as carried out.
