4see, a framework to explore the future using past data
Looking back over our country's recent past we can measure economic activity, but the big question is: how can we test policies to ensure a healthy economy into the future? This short film introduces the 4see framework whose purpose is to explore future scenarios using data from the past. The film starts by introducing such concepts as «assets», «product flows» and «indicators», as first applied to individuals, then broadened out to describe the whole economy with the UK economy used in examples. The 4see framework builds on these concepts by examining «sector consumption» in relation to that sector's «asset size», such as use of electricity by the domestic sector, or use of services by the manufacturing sector. The ratio of sector consumption to asset size gives an insight into past behaviour that can be extrapolated into the future. Many such ratios cover the whole systemic nature of the economy and extrapolation of these ratios forms one part of constructing a full future scenario of the whole economy. Example applications of 4see in future scenarios will be covered in films to follow shortly. The example scenarios for the UK will include business-as-usual and proactive-investment.
